The ability for a secondary approver to authorise hours, before the email has bounced to them

We have a regular issue with one of our clients whereby there is a lot of fluidity between the first and secondary approver authorising hours.

The secondary approver is able to see the hours but cannot approve them until the time has passed and she then gets the notification. Is there a way for the first and secondary approvers to be able to see all timesheets and approve these anytime and in any order. This is causing a lot of frustration with our client who have a number of temps working through us
